CCU Summer League Local Rules (Preliminary)

Where no special mention is made below, cricket will be played in accordance with the Laws of cricket as published by the MCC.

 

1. Fixtures

With four clubs registered for the summer league, each team will play each other twice. Two games will be played simultaneously on Saturdays in April, May and June starting at 11a.m.

 

2. Teams

For a match to start a team must have a minimum of 7 registered members of that club ready to play at the time of the toss (5 minutes before scheduled start time).

If a team cannot fulfill this requirement at the time of the toss they can request that the start be delayed by up to 30 minutes to allow players to arrive. For each 5 minutes delay in starting the game the team will lose 1 over of batting.

If after 30 minutes a team still cannot fulfill this requirement they will forfeit the game and a 20/20 friendly match will take place between the teams.

If neither team has 7 registered players ready to play the match will be declared void and no points will be awarded.

A team with less than 11 register players ready to play may use up to 4 substitutes from other clubs.

 

3. Matches

Matches will be 30 overs per side with each bowler bowling a maximum of 6 overs.

After 15 overs in each innings a two minute break will be permitted to allow drinks to be brought onto the field. During this break players should not leave the field and the game will recommence after the two minutes regardless of the number of players on the field.

A maximum number of two wides per over can be re-bowled. For the 3
rd and successive wides the batting team will be awarded 2 runs and the ball shall not be re-bowled.

If, after both teams have competed their batting, the scores are level the game will be adjudged to be a tie irrespective of the number of wickets the teams have lost.

 

4. Over Rate

A bowling team must maintain and over rate of at least 12 overs/hour (5 minutes an over). Teams failing to maintain the required over rate will be penalized.

If the bowling team in the first innings fails to complete the overs in the allotted time they will continue to bowl until all the overs are completed but will forfeit the number of overs bowled after the stated finish time from their batting allocation.

If the bowling team in the second innings fails to complete the overs in the allotted time the game will finish at the stated finish time but the team will be docked 12 runs/over not bowled from their batting total. In this case, as the time approaches the finish time the umpire must inform the batting team of

their new target.

The last over of the match shall start 5 minutes before the allotted finish time.

 

5. Umpiring

For each fixture the batting team will nominate (at least) two people to provide umpires for their innings.

These individuals need not be registered players or members of that club. They must be individuals with a sound understanding of the laws of cricket and knowledge of the requirements of umpiring. It remains the responsibility of the nominated club to ensure that umpires are present at the field of play no less than 15 minutes before the scheduled start time. Incidents of umpires arriving late or failing to arrive altogether will be referred to the CCU disciplinary board. Failure to provide umpires, on time, without good reason may expect to incur league points deductions for the club responsible.

 

6. Field Setup

For each fixture one of the teams will be made the home team.

The home team is responsible for setting up, the away team is responsible for packing away.

If the playing area is not ready for play to commence at the stated time the home team will be docked one over of batting for every 5 minutes delay.

 

7. Establishing the playing area

Mow the playing area no more than 3 days before the match.

Prepare the pitch on match day:

Roll the pitch,

Mow the pitch,

Roll out connect and nail down the Flicx,

Put out boundry markers,

Erect stumps.

 

8. Packing away the playing area

Recover boundary markers,

Remove nails and roll up both halves of the Flicx, from the ends to the middle.

Secure both halves of the flicx, the carrier and other ancillaries in the cage.

Lock both cage and compound gate.

Dispose of rubbish in the appropriate municipal containers.

Failure to meet these responsibilities in good order will be forwarded by the match official to the discipline board. A club failing in its responsibilities without good reason may expect a league points deduction.

Whilst it remains the responsibility of the club to ensure that the field is set up the method by which they achieve this is entirely up to the club. Key will be released to registered players or other CCU recognised individuals.

Keys are to be returned to the match official when packing away is complete.

 

9. Match Fees

A match fee of 1100Kc per team will be levied. It is the responsibility of each team match captain to ensure that this is paid to the match official no later than the end of the respective match.

 

10. The Ball

A new ball will be provided for each match. The same ball will be used for the second innings of the match, therefore captains should bare this in mind at the time of the toss.

 

11. Player registration

Every player in the league will be registered with the CCU via his club. Each team wishing to enter the league must register at least 11 players by 15/04/2008. Only registered players may compete in the league fixtures.

Players may only be registered for one team in the league. Extra players may be registered with the CCU at any stage of the competition.

Once a player has represented his team in a league match he may not register for another team, until this time players may deregister and reregister for another team at any stage of the competition.

 

12. Substitution

Only registered players may substitute. A substitute player may not bat, wicket keep or bowl.

 

13. League scoring

3 points for a win, 1 for a draw, 0 for a loss and 2 for a tie

Bonus points will be awarded for both batting and bowling. The bowling team will be awarded 1 bonus point if they take 5 wickets and a further bonus point if they bowl out the opposing team. The batting team will be awarded a bonus point for every 75 runs they score (i.e. 1 pt for 75, 2 for 150, 3 for 225 an so on).

In the event of a tie of league points the team with the highest total runs scored will be deemed the winner.

 

14. Dead Ball

The umpire will call a dead ball if a ball pitching on or before a good length fails to rise on the bounce to a level he deems a minimum to be playable. The ball will be considered dead from the time of it pitching.

 

15. The spirit

All players are expected to conduct themselves in accordance with the laws, rules and spirit of cricket. The umpire's desicion once made is final. Any player who delays the game through unsportsman like behaviour including sledging or arguing with the umpire may expect to be penalised. The umpire may immediately impose a five run penalty against the offender. He may impose further 5 run penalties if

the game continues to be delayed. The umpire may refer any disciplinary issue to the disciplinary board for later consideration whether or not run penalties have been imposed.
